Responsibilities
- Provides accounting, costing and administrative support to the department including:
- coordinating the communication of accounting procedural and systems information and directives within the business unit
- communicating with Corporate Finance, Budget and Planning Departments, Regional and District offices regarding accounting, technical, system and procedural matters; and acts as liaison with Operations Financial Analysts.
- Coordinates and summarizes the business unit budget including:
- preparing guidelines and targets, budget comparison and analyses for approval
- tracking budget targets and communications approved targets to Directors and Operations Financial Analysts
- preparing and presenting written and graphic budget presentation packages
- coordinating and summarizing medium and long term forecasts of operating and capital expenditures.
- Prepares and summarizes the business unit’s variance review and year end forecast for approval in accordance with applicable policies and procedures, including:
- compiling high level and detail variance analyses to meet business unit and corporate requirements
- communicating with the Directors and Operations Financial Analysts to identify areas requiring special attention and recommending measures to meet year end target
- Prepares special analyses of trends of activities and unit costs for operating, maintenance, capital and performance results on activities and costs that have been identified as measurements, including:
- compiling and maintaining various records and statistical data
- creating templates for use by Operations Financial Analysts for standard reporting
- Researches and writes reports for various business unit management including statistical and data detail, including:
- accessing privileged information, as required to prepare various confidential reports, including staffing level reports
- recommending actions to reduce costs and improve services
- developing, documenting and/or revising spreadsheets, database and graphic models related to budget preparation, variance reviews, other related analysis.
- Participates in the development of recommendations to enhance or establish financial policies and procedures, reporting forms and formats and related issues.
- Maintains current knowledge of applicable accounting and financial systems, policies, coding and procedures, including acting as a central contact and resource person, and advising Directors, Managers and Operations Financial Analysts regarding accounting procedures and methods to aid in the effective use of financial reports and other activity related information.
- Participates in the development and maintenance of financial and management reports/systems including:
- providing user input on system and information requirements
- analyzing and testing modifications or enhancements
- recommending enhancements to reports and system features
- performing system administration duties where required
- Provides training for Operations Financial Analysts and others as required, including:
- developing and maintaining business unit training manual
- conducting training sessions for operations group regarding management and financial systems
- Represents the business unit in various user group meetings and keeps appropriate personnel informed of the results of such meetings.
- Performs duties of a minor nature related to the role which do not affect the rating of the job.
Requirements
- Completion of Diploma in Accounting, Finance or a related field from an accredited post-secondary academic institution, including the completion of (1) advanced financial accounting and (2) advanced management accounting or equivalent two courses.
- Four (4) years directly recent and relevant experience, of which two (2) years include experience in coordinating and communicating budgets and variance review requirements to senior management, acting as a key contact for accounting policies, procedures, and training.
- Excellent organization, oral and written communication and presentation skills.
- Ability to work independently and without direct assistance from immediate supervisor.
- Sound interpersonal skills.
- Working knowledge of statistical analysis, cost benefit analysis and related analytical techniques.
- Basic knowledge of computer systems operation, environment and peripherals. Sound working knowledge of MS Office applications (e.g. Sharepoint, Word, Excel, etc) and spreadsheet software in use in the department.
