Position Overview
FortisBC is looking for a driven and collaborative professional to lead quality assurance and compliance across our gas and electric Conservation & Energy Management (C&EM) programs. In this role, you’ll play a critical part in ensuring customers receive safe, high quality, and efficient energy solutions that reduce energy use.
You’ll provide leadership and oversight for program compliance and quality control, working closely with internal teams, trades, and industry partners to ensure installations meet the highest standards. From developing auditing frameworks and performance reporting to supporting training, certifications, and continuous program improvement, your work will directly influence how energy efficiency programs are delivered across the province.

In this role, you will:
- Lead the development, implementation, and program level oversight of quality assurance and compliance practices across C&EM programs; from program design to ongoing operations while ensuring high-integrity outcomes for customers and FortisBC.
- Develop and maintain reporting that summarizes compliance activities, identifies trends, patterns and emerging risks, and translates insights into actionable recommendations to improve program performance, manage risk and protect regulatory and reputational outcomes.
- Partner with industry stakeholders to support education, training, and certification initiatives, influencing quality standards, promoting desired behaviours, addressing performance issues, and strengthening industry capability and participation in C&EM programs.
- Develop, implement, and oversee quality control and quality assurance audits of C&EM program installations, including investigation of issues, facilitation of escalations, and leadership of corrective actions with internal teams and external partners.
- Apply sound judgement and make balanced, well reasoned decisions in complex and regulated environments, weighing quality, customer experience, regulatory obligations, operational realities, and risk — often with incomplete or competing information.
- Provide input on program design to enhance installation quality, improve compliance, and reduce administrative costs.
- Build and maintain effective relationships with internal and external stakeholders, including customers, trades, vendors, consultants, industry organizations, government, utilities, and program partners.
- Work collaboratively with program management, engineering, and evaluation teams to identify efficiencies and continuous improvement opportunities and emerging risks, providing quality-based input to support timely mitigation and shared accountability.
- Support FortisBC’s corporate reputation and brand through effective program delivery and stakeholder engagement.
- Establish program budgets, monitor expenditures and forecasts, and review and approve program-related invoices.
- Support C&EM regulatory submissions, performance tracking, compliance filings, and expenditure applications.
What it takes:
- Bachelor's degree in business, engineering or related discipline from a recognized program, plus a minimum of 5 years of related experience.
- Thorough knowledge of demand side management, energy conservation and the energy industry.
- Project management skills including management of external consultants.
- Strong management and leadership experience.
- Knowledge of budgeting and financial control methods.
- Excellent interpersonal, verbal, written communications, and presentation skills.
- Valid driver’s licence.
In this role, you will have the option to participate in a flexible work program, enabling you to work from an approved flex location in British Columbia up to 85 days a year (equivalent to approximately two days a week), subject to business or operational needs.
