Responsibilities
Performs all of the duties of a Systems Analyst 1 & 2 plus the following (e.g. specific duties of the job):
- Analyze and respond to incidents, problem reports, and inquiries in a timely manner. Initiating, coordinating and taking the appropriate course of action and/or system changes required to resolve the issue.
- Develop and maintain a wide range of strategic, financial, regulatory, safety, and reputational impactful applications. Effectively developing, implementing, and unit testing solutions to meet corporate policies, cyber, business and system requirements. Maintenance may consist of writing of structured specifications, programming and the development of unit test plans, deployment and post implementation activities.
- Analyze proposed software solutions (e.g. software products and custom-built software) and requests for system changes to determine the scope, impact, and cost estimate of implementation.
- Create development standard guidelines, policies and work procedures that will support application maintenance and development. This includes IS security, change management, disaster recovery plans, and unit testing procedures and guidelines, as well as help coordination of user training.
- Perform a wide range of complex technical and statistics functions. This includes risk evaluation of various alternatives and interpreting result of the analysis.
- Undertake specific tasks or projects as assigned by the Manager (e.g. input to Requests for Proposal, represent the team at meetings).
- Ability to work on multiple projects simultaneously, and to cope successfully with diversity and complexity in a dynamic environment.
- Manage small or medium-sized projects, such as hardware or software upgrades, including the development of business cases and project charters, and the evaluation of Requests for Proposal. Able to estimate the effort, set priorities, breakdown tasks, delegation and meet agreed upon milestones and customer expectations.
- Identify and recommend potential improvements to software applications to better satisfy a corporate or business unit’s needs and the utilization of that software application.
- Assists the Manager in the preparation of capital and annual operating budgets, and ongoing cost control analysis.
Requirements
- 2 year Diploma in Computer Engineering, Computer Science or related field.
- 6 years’ experience related work experience.
- Demonstrated excellent oral and written communication skills, including the ability to share knowledge and skills with others.
- Demonstrated competence in the execution of medium projects.
- Demonstrated excellent analytical and organizational skills, including the ability to work in a fast-paced, changing environment.
- Working knowledge with applications such as SAP, Customer Information Systems (CIS), Geographical Information Systems (GIS), Mobile Workforce Management (MWFM), Automated Metering Infrastructure (AMI), or Content Management Systems (CMS) is an asset.

- System Analyst 2 applicants with 4 years related work experience, or
- System Analyst 1 applicants with 2 years related work experience.
