Position Overview

As our Manager, Project Controls you will develop and implement project estimating and control functions for several large scale gas and/or electric capital projects. Your ability to plan, multi-task and manage these resources for two to three billion-dollar projects are key to the success of any project. You will also be accountable for the development of systems, processes and identification of tools as well as providing effective cost control and management, scheduling, progress measurement and risk management services to each project.

In this role, you will:

  • Provide leadership to assure and put in place effective project control functions for each major project from the project approval phase to project completion. 
  • Ensure that projects controls are consistent with the AACE total cost management (TCM) framework and recommended practices
  • Ensure that the project control functions encompass all activities related to project planning, scheduling, cost estimating, cost control, along with project benefits management, including change control and earned value management.  
  • Manage the full implementation of company processes and procedures with regards to project controls on each project following the company’s phasegate process.
  • Oversee the project teams in the implementation and maintenance of project controls processes, procedures, coding structures, systems and tools, including support of project-level implementations and integration with contractors.
  • Lead and manage a team of cost controllers, financial analysts and schedulers to support the project control function of each project and identify and acquire additional resources as appropriate.
  • Ensure the project controls department delivers high quality, cost control, progress measurement, scheduling and risk management services to projects and other internal clients in a fit-for-purpose way.
  • Manage the development, implementation and maintenance of project historical data methods and systems that can be used for benchmarking and to improve planning, estimating, scheduling, and risk management.
  • Ensure that each project implements effective and timely controls planning, measurement, analysis, forecasting and reporting on each projects. Coordinate effective and timely controls planning and forecasting at a program level as required.
  • Manage the schedule development, review and update processes for each project and ensure accuracy and alignment with an overall master schedule.
  • Oversee the implementation of project-specific baseline processes for cost, schedule and scope and ensure all project control systems are implemented according to defined company processes and standards.
  • Provide governance for project controls function overall for each project.
  • Manage career development and implement training plans for the department staff.  
  • Ensure all staff are effectively trained and competent in work activities for optimal scheduling and service delivery.  

What it takes:

  • Bachelor’s Degree in Engineering or Construction Management or related field plus at least 15 years experience in project planning, cost estimating, planning and scheduling, financial and cost control and/or risk management of multi-disciplined projects.  
  • Professional engineering (P.Eng) designation, Project Management professional (PMP) designation or certification in project controls and estimating from an internationally recognized institution is desired.
  • Ability to implement project control functions for medium to large-scale projects.
  • Understanding of the AACE total cost management (TCM) framework and the associated recommended practices.
  • Exceptional leadership and collaboration skills.
  • Ability to multi-task and manage projects in a fast work-paced environment.
  • Relationship builder and ability to collaborate with multiple teams.
  • Expertise in using application software tools and systems including advanced knowledge of Primavera (P6) and Ecosys Hexagon PPM.

In this role, you will have the option to participate in a flexible work program, enabling you to work from an approved flex location in British Columbia up to 85 days a year (equivalent to approximately two days a week), subject to business or operational needs.
