Position Overview

You're a self-starter that completes projects by leveraging your analytical and solutions-oriented mindset. Your experience and knowledge about the energy utility industry and demand-side management programs, combined with your excellent interpersonal skills and ability to partner with stakeholders, make you a great candidate for our Demand Side Management (DSM*) Evaluation Specialist position.


In your role, you'll work closely with the DSM Evaluation Manager to help develop and implement DSM program evaluation plans. You'll also manage and execute evaluation activities for DSM programs and measures, including evaluation projects by consultants, and assess the implications of evaluation results for our portfolio of DSM programs and activities.


*DSM programs are energy efficiency rebate programs delivered by FortisBC to assist customers to optimize energy use. Evaluation is the process of gathering customer feedback and satisfaction and conducting studies to assess whether the program is meeting its objectives and goals, and the effectiveness of the energy efficiency rebate programs.

In year 1, you will:

  • Familiarize yourself with our DSM programs, measures, and program-related evaluation projects.  
  • Implement new projects and bring evaluation projects to completion. 
  • Develop a deep understanding of customer data for evaluation program purposes and using the various data management and reporting tools. 
  • Ensure our programs comply with our privacy and security requirements.
  • Build partnerships with different internal and external project stakeholders to understand how their role can support our DSM evaluation projects. 

In year 2, you will:

  • Lead evaluation projects from start to finish by creating a project scope of work and working closely with the various internal and external partners to complete the required deliverables. 
  • Develop a great understanding of the evaluation results and the implications for the evaluation studies on DSM program design, energy savings impacts, and program cost-effectiveness.
  • Develop and implement annual plans for undertaking evaluation activities and assist with regulatory submissions related to DSM plans and evaluation activities.

What it takes:

  • A diploma or degree in a related discipline such as engineering, natural resource economics, environmental science, or business administration from a recognized accredited post-secondary institution.
  • A minimum of three years of recent, related experience or experience in demand side management program and evaluation project design.
  • A Certified Energy Manager (CEM) or Certified Measurement and Verification Professional (CMVP) designation or the ability to obtain these designations would be an asset.
  • Experience working in a regulatory environment and/or the energy efficiency industry is preferred.
